If you generate the previous year's FPS and the file shows no data, it's likely because you need to run the previous year's FPS job in the same tax year when you perform the cancel or manual payment.
For example, if you cancel and process a manual payment in tax year 2021, you must run the year-end cleardown and move into tax year 2022 before attempting to process the previous year's FPS job. If you don't, the system will not recognize it.
